The Cross-Cultural Community Services Association (TCCSA) is registered as a charitable multi-cultural community service agency serving immigrants since 1973. Funding comes from all three levels of government, United Way, foundations, public and private donors. The followings are the Vision and Mission of the Association:
Vision: To facilitate the well-being of diversified communities through social services.
Mission: To assist newcomers in adapting to a Canadian life in their neighborhood and to provide support to Canadians in building a stronger community.
TCCSA is managed by a community Board of Directors. The staff force includes over 70 full-time and part-time staff. Each year, TCCSA serves approximately 15,000 individual newcomers through services provided by the four centres.

Services of TCCSA are categorized into four major areas.
A. Settlement Services – We provide one-to-one counseling to newcomers, newcomer orientation, annual job fair and other resources to help new immigrants settle and integrate into the Canadian society and become self-sufficient and independent. We also have specific activities to help newcomer seniors overcome their language and cultural barriers during their settlement process.
B. Education Services – Through LINC/ESL/Citizenship Preparation Classes, service users will be able to overcome their language and cultural barriers and contribute their skills to the mainstream society. The TCCSA Chinese School was established in 1989, and provides a venue for local children to learn the Chinese language and Chinese cultures.
C. Community Services – Services aimed at helping immigrants and citizens appreciate and understand the Canadian culture and encouraging them to participate and contribute back to the community. Programs include volunteer opportunities, support groups for youth, seniors and women. We also organize community events such as “Sedan Chair Challenge” and “the longest dancing dragon in the world”
D. Parenting Service – Programs offered assist parents in expanding their knowledge of child rearing, parenting skills, and provide early child development, children’s mental health project, as well as introducing community resources.
